RESOLUTIONS CONCERNING THE WEST EUROPEAN BUREAU

1. RESOLUTION CONCERNING THE EUROPEAN SECRETARIAT

The Congress of the Communist Party of Switzerland (CPS) of April 10th and 11th deplores the slack and inconsistent attitude and work of the West European Secretariat in Berlin. The Bureau should have had the task of promoting with all its energy revolutionary propaganda in Western Europe, of initiating liaison with all organizations on the ground of the 3rd International, of publishing the documents of the 3rd International, as well as of the Russian Soviet Republic. This work was partly omitted or poorly done, while the Bureau sabotaged the work of various Party groups and organizations that were on the ground of the 3rd International, as well as the Youth International. On the contrary, the Berlin Bureau tried to establish contacts with opportunist, inconsistent elements who neither belonged to the 3rd International nor defended its principles with all their energy.

2. RESOLUTION CONCERNING THE CONVENING OF AN INTERNATIONAL CONGRESS

The 4th Countrywide Conference of the CPS, which met in Zürich on April 10th and 11th, considers it to be urgently necessary that a Congress of the 3rd International be held in Central Europe as soon as possible in order to establish and link the organizational ties between the groups and Parties professing the 3rd International and to designate a Moscow Sub-Bureau endowed with authoritative rights. The many Moscow branch bureaus in Europe cannot claim legality, because they were not created by the whole International, but only by individual Parties and groups, and make it impossible to work coherently. The Party Congress asks Comrade Rütgers, who was sent to Europe by the Moscow Executive Committee to organize a Congress of the 3rd International with the help of the Dutch Communists and the Amsterdam Bureau to get in touch with all existing Communist Party and group branches, for the immediate convening of an international Communist Congress.
