Disclaimer on the Peru People’s Movement
Since the defeat of the people’s war in Peru in June 1999, the Peru People’s Movement, the organization formerly generated by the Communist Party of Peru for the Party’s work abroad, took up an erroneous position in “defense” of a presumed “people’s war in Peru”. The members of the Movement were fed misinformation by a man named Tomas Pérez, who claimed to represent the Central Committee of the Communist Party of Peru. This man, who is known to work together with the Swedish police and to have raped his own daughters and female members of the Peru People’s Movement, ran the organization as his own personal dictatorship throughout the 2000s. He was most likely working for the CIA or the Peruvian secret police.
The “people’s war in Peru” which was promoted by the Peru People’s Movement in the 2000s was a fantastical and eclectic mixture of the armed struggle of the two Right-opportunist lines — the one represented by “Artemio” in the Huallaga Valley, and the one represented by “José” in the VRAEM region. Once this was discovered by the members of the Peru People’s Movement, they split from the organization, leaving behind the police conspiracy calling itself, at various times, the “Central Committee of the Communist Party of Peru”, the “Peru People’s Movement”, the “Friendship Association Sweden — New Peru”, the “26th of December Study Circle”, the “24th of September Study Circle”, the “Red Sun Study Circle” and the “Friendship Association Denmark — People’s Republic of Peru in Formation”, which operates the websites redsun.org, solrojo.org and maoistisktforum.org. The group behind these names consists of two persons in Malmö, Sweden.
The “other” Peru People’s Movement released a series of three polemics against the police conspiracy in 2011-12, which revealed the non-existence of the people’s war in Peru. These polemics were published in the name of the Association New Democracy, a generated organization of the Germany Base of the Movement, which runs the blog vnd-peru.blogspot.com and the website banderaroja.org. However, due to the extremely dogmatic and subjectivist nature of the line developed by the Peru People’s Movement under Pérez’s directorship in the 2000s, the Peru People’s Movement was unable to recognize the defeat of the people’s war in Peru. They traveled to Peru and allied themselves with the 3rd Peruvian Right-opportunist line, headed by “José”, which they had just condemned. Their excuse was that some Leftist elements inside this faction were working to carry out a “general reorganization of the Communist Party of Peru” “in the midst of and for the people’s war”. However, these elements were unable to do so (and were summarily “purged” in 2018 by “José”) — because the actual task was to refound the Party — and the Peru People’s Movement, reduced to remnants since the year 2000, degenerated into underhanded support for the armed mercenary struggle of the “José” warlords.
With the above in mind, we strongly warn our readers against the above-mentioned organizations and websites. We reproduce the documents of the Peru People’s Movement prior to 2012 on The Red Flag only with the explicit understanding that they represent a dogmato-revisionist trend, at the time not yet the main aspect of the organization’s line but very close to it, which is dangerous to the international communist movement. The remnants of the Peru People’s Movement today are nothing but a dogmato-revisionist sect which stands in the way of refounding the Communist Party of Peru and which acts as a parasite on the body of the communist movement in Sweden and Germany where it operates.
With this in mind, please read carefully and critically.
