We would like to thank the colleagues for the invitation, as well as to salute all the colleagues present for the effort and work they have made for this event.

We are going to expose in a wide way the points pointed out by the Party for this Conference.

We especially call attention to the reasons for this event and bearing in mind and remembering that this conference coincides with the date of September 24th, which is the 18th anniversary of Chairman Gonzalo‘s masterful speech of 1992, a speech that shines as a victorious and powerful combat weapon.

This very conference verifies what Chairman Gonzalo has established in his speech and the Party has pointed out that it is the bedside document of every communist, fighter, activist and mass.

This same conference is established by the Party as part of the people‘s war. We will recall the importance of this point later and see the importance of the masterful speech of our leadership in this conference. Keep in mind that this Conference is the third in a series of four. That it was initiated in April in Stockholm, Sweden, where the document of the Party, of the Central Committee, was brought down to the conference, to establish the objectives, therefore, marking the beginning. This document is public and, as far as I understand, it is translated into Italian. I am not going to give full reading to the document but to emphasize what the Central Committee points out from it what is necessary to highlight and to expand the exposition with examples.

The objective, concretely, of these conferences is to make the necessary leap that serves the international communist movement.

The Party has been concretely proposing an Expanded Conference of the Revolutionary Internationalist Movement, with the participation of all the members to deal with the following points from our position:

1. Evaluation of the application of maoism. The fundamentals of maoism, and the Great Proletarian Cultural Revolution.

2. Experience of the international proletariat, mainly of those who develop people‘s war.

3. The struggle against revisionism today.

This is our firm and determined position as part of the international communist movement.

This conference is a continuation of the one held in Madrid, Spain in May. In it important advances were made, we have achieved a triumph because several parties and organizations, both nationally and internationally, expressed their position on the issue we are dealing with. This conference is to continue the struggle, the debate, to give that great impulse. We also have as a closing of this year‘s campaign to continue it next year in a higher level, the important conference to be held on December 4th in Hamburg, Germany. That is the framework in which we will develop the present conference. We will also be pleased to be able to report on the current situation in Peru, and we will leave that aspect for the question time, where the colleagues will be able to raise their doubts, concerns, and we will be solving them, answering them in order to explain what the colleagues are most interested in.

Chairman Gonzalo, on September 24th, 1992, pointed out what we now see in the world. He pointed out that what we need is for maoism to march to command the new great wave of the proletarian world revolution that had already begun to develop and, therefore, continues to develop. This fact is very important, because many of us remember 1992, the reactionary cry of the day was the end of history. Many said that communism was dead, that the bankruptcy of revisionism meant the defeat of communism, and, supposedly, the last bastion of marxism-leninism-maoism was Peru. And reaction wanted to show that it had struck the blow against communism. But Chairman Gonzalo demonstrated the opposite, he pointed out that the new great wave of the proletarian world revolution was developing and that maoism, embodying itself in the peoples of the world, was beginning to command it.

So, what was the situation of the international communist movement at that time? There were different forces, some said they were in the world because of maoism. In India, the communists were divided, in India they were killing each other. We saw the situation in Nepal: there was no people‘s war. The Philippines: they had had a very strong internal crisis, they had lost their main base. Today, what do we see? Communism is alive! Those who are really communist are maoists and all the forces that wanted to traffic are finished. With examples, we see, then, that Chairman Gonzalo was correct. The more one clings to maoism, the more one advances. The colleagues here know of the examples I speak of. Chairman Gonzalo has affirmed all this, not because he is a magician or a soothsayer, but because he has as a solid basis our ideology, marxism-leninism-maoism, Gonzalo thought, mainly Gonzalo thought.

Why is it important today? Because it demonstrates precisely the role of the Communist Party of Peru, what it has fulfilled and how the Party has fulfilled it. It is Chairman Gonzalo who defined maoism as the new, third and higher stage of marxism and that to be a marxist today is to be a maoist. And it is the Party with its struggle that has imposed it. We see the case of Nepal, they themselves said when they initiated the people‘s war that they were following the example of Peru, nobody can deny it. And what is happening now: they no longer want to follow the example of Peru and they have liquidated the people‘s war. We are not saying that there is no country that has to follow the tail of what is being done in the people‘s war in Peru. We are not saying that. Every country has its individuality and has to make its creative application. But we see the role that the Communist Party of Peru has played.

What happened with the coup that the Communist Party of Peru has suffered? And the reaction thought that it was going to end. It was as Chairman Gonzalo said: a bend, a bend in the long road to triumph, but we will get there. And what happened to the other parties that have suffered a coup? What happened to those leaders who, even if they did not have the ideological and political level of Chairman Gonzalo, were good communists? What happened with the leaders İbrahim Kaypakkaya in Turkey, with Charu Majumdar in India, Siraj Sikder in Bangladesh and others…?

We must bear in mind that when Chairman Gonzalo fell, not only Chairman Gonzalo fell, but also a large part of the Central Committee fell. But the Party continued, because Chairman Gonzalo had forged a revolutionary Party, under his leadership, in his image and likeness, a marxist-leninist-maoist, Gonzalo thought militarized party.

The Party continues with the people‘s war, the Party continued to hoist, continued to hold high the flags of the people‘s war, and has fought unceasingly to maintain them, and continues to fulfill this function making the Peruvian revolution in the service of the world revolution.

On Nepal, the Party, not only in 2006, but has constantly developed the ideological struggle, the criticism of the Party of Nepal. The Party pointed out its criticism constantly, from the beginning. And when within the international communist movement the peace accords were proposed, the parliamentary path, the Communist Party of Peru has fought against this setback, it has been fighting against it. This struggle has not been waged from the desk, from the ivory tower, but has done so with a people‘s war, with a practice that backs up the theory.

If we speak of new power. The Party defends and demands the new power. Then we can discuss how we do, not because it is written in a book, but by daily practice. When we talk about principles, some people talk about dogmatism. But if we apply those principles and develop them and keep the course of the conquest of power throughout the country, there is new power. So, gentlemen, where is our dogmatism? This on the one hand.

On the other hand, we have to see the development of the people‘s war, to keep the flag of the people‘s war high. It is a process that costs struggle, concretely, it costs blood. It is a process of struggle between revolution and armed counterrevolution. Even more so if it is a people‘s war that takes place in Peru. It is a people‘s war that takes place in a country located in the South American continent, in the center of a continent, in the center of South America. It is a people‘s war taking place in a country which is a semi-colony of the U.S. And we are talking about U.S. imperialism which is carrying out its wars of aggression and plunder in all parts of the world. U.S. imperialism that is increasing its intervention in Peru. In the second week of September an interview of the miserable representative of the reactionary fascist, genocidal and country-selling reactionary State, Alan García, was broadcast on CNN+ (Spanish edition) in which, as a Yankee puppet, he calls for greater U.S. intervention in Peru. And being that he is a country-seller, he had no qualms in saying that he is not going to make a question of State, with the sovereignty of the country.

We could give many facts, but this is not the main point of this conference. But what is concrete is that U.S. intervention in the country is increasing. This has a reason and this leads to a consequence. The reason for this intervention is that: the people‘s war in Peru is advancing and the consequence is that the people‘s war in Peru begins to develop as a national people‘s resistance war against U.S. imperialism. It also leads to another consequence, that we are on the same road, we are in the same struggle as Iraq, Afghanistan and all the oppressed countries and peoples of the world who suffer the aggression of U.S. imperialism. This is important because within the international communist movement, the people‘s war serves to unify with the wars of resistance of national liberation movements.

This is an ongoing process.

The people‘s war fulfills this function: It keeps maoism high. It is not strange that many do not like it, or some say that we are dogmatic. It is not strange, because we are a stone in their shoe, we are their nightmare.

When we came to Italy, we tried to get to know the political situation in Italy. To our surprise, we found that there is a people‘s war in Italy and new power, participating in elections, that is what is written on the Internet. It is said that while participating in elections there is people‘s war. On the Internet you can write any nonsense, there are also countries that exist only on the Internet. This is not the case. These kinds of things are not fantasy. They are people who believe that this is revolutionary politics and they even say they are maoists and they put Nepal as a reference. They say: if in Nepal they can have people‘s war in parliament, so can we; if there is new power without joint dictatorship, so can we. That is the reasoning of these people.

We have to see what maoism is. We have to distinguish ourselves. What is fundamental to maoism, the colleagues here surely know what marxism-leninism-maoism is. The fundamental thing is power. Marx contributes in his famous letter of the dictatorship of the proletariat. We see what Lenin said: the essential question of marxism. Chairman Mao affirms it: Power is the fundamental thing, it is a force led by the Party.

That is why for maoism, the fundamental issue of marxism is the power for the dictatorship of the proletariat, protected by the armed force led by the communist party. All this is needed in democratic, socialist and cultural revolutions.

Power is conquered through people‘s war. In no country has it been done through elections, power and the dictatorship of the proletariat has been conquered through elections and it will never be.

In Italy the communists have known this since they were born. This is very clear.

How much electoral propaganda about the parliament and using it as a tribune. Let us take stock, then, as the Party says, where has this served to conquer power? We have to evalutate. This has not been done, it has served to generate deviations and has led to massacres, bloodbaths, to be repressed, crushed. What is the fate of those who have laid down their arms: imprisoned, tortured, dead?

Capitulation is betraying the revolution to go over to serve the old State and repress the masses.

What are the maoists for? For people‘s war or for elections? By people‘s war yes, but no, never by elections. So we cannot say we are maoists and be for elections. If someone says so, let them make their balance sheet and prove it.

We know that the people‘s war is useful. It is the highest form of struggle, it is the most complete military theory of the proletariat. If it were not for other examples we have our own, at least we demonstrate it with our own practice.

This is the point on which the comrades have to take a stand, not only those here, but all of us in the international communist movement.

We are against the attempts to liquidate the Revolutionary Internationalist Movement. We are not in favor of those who want to liquidate it, because they want to liquidate what has been advanced in the Revolutionary Internationalist Movement. We have to see the evaluation: what was done well, what was done badly, what was done. We have to see the evaluation of the Revolutionary Internationalist Movement in terms of a higher unity.

We are about to unite, otherwise why are we going to move, why are we calling meetings, events, conferences even in the other part of the world? Because we want to advance in the debate, because we think that we can unite, after going through a struggle. We want a higher union. We want a higher unity.

We are not talking about questions of theorizations, abstract principles, not abstract questions, but from the principles, how it has been applied and how it is applied, taking into account the struggle against revisionism, new revisionism, have we not felt it in our own flesh?

Why is the Revolutionary Internationalist Movement as it is?

Why is it that when the flag of maoism is flying all over the world, it is getting higher and higher; why is the Revolutionary Internationalist Movement almost dead, it is down?

Doesn‘t it seem contradictory to you, shouldn‘t it be the opposite of that?

That is what the new revisionism does. That is why there is a struggle against revisionism. How has the struggle taken place in the Revolutionary Internationalist Movement? The Party has constantly taken a position, it has not been conciliating. For the last 15 years the documents of the Party, through its generated organization, the Peru People‘s Movement, have been public on the situation of the Revolutionary Internationalist Movement. Before it was public but not on the Internet. Let someone demonstrate that we have not taken a position, let them say that we have not fought for unity! Unity in principles.

I end this point by highlighting that Chairman Gonzalo in his speech points out his reaffirmation of the principles of the Party by and for the people‘s war. And those principles have names and surnames: base of Party unity, with its ideology marxism-leninism-maoism, Gonzalo thought, mainly Gonzalo thought, programme, general political line with its center the military line.

In this we are united, those of us who support the Communist Party of Peru in one way or another. We uphold, we demand and we apply. The main thing is to apply. We are upholding and that is what the Central Committee of the Party is doing, through the Peru People‘s Movement. That is what it is doing with the publication of the document for the present campaign, that is the application of our line.

The objective is to promote the world revolution, we are going to advance with greater unity on the basis of the principles, we will do it as we do it, with people‘s war and on this unity we can continue, we can continue advancing.

These are the points we wanted to focus on now, then there will be the possibility to ask questions for clarification.

Later the questions on the people‘s war will be clarified, but now more colleagues are going to speak.
