Armed Agitation and Propaganda

The secretary of the Maharashtra State Committee of the CPI (Maoist), Sahyadri, issued an agitational leaflet addressing the Marathi people in India who are presently struggling for the realization of reservation1 quota in jobs and education. The leaflet urges the Marathi people to dispel illusions in corporativist State measures and to elevate their armed struggle to guerilla warfare in service of the People’s War under the leadership of the CPI (Maoist). Our only present source for the agitation leaflet comes from the bourgeois media outlet Microsoft News and only includes snippets of the leaflet:

„‚The Marathas mostly comprise poor peasants. After Independence, socially backward communities were given reservation to bring them at par with others. It, however, couldn’t get them social equality and justice. So, it must be understood that reservation cannot be a tool for removing backwardness and bestowing equality’, Sahyadri said in the pamphlet.

Reservation, he added, could work only for a short time to bring forward those who have been left behind. ‚To that extent, we support reservation, but this success also depends on the intentions of the ruling classes and implementing authorities. The intention of all political parties is wrong. They are all agents of imperialists and capitalists who would never try to work for your interest,’ he stated.

Sahyadri also pointed out that the community was still lagging behind when Maharashtra has been ruled mostly by leaders of the Maratha community. ‚This is because they have also served the interest of imperialists and capitalists. These Maratha leaders are only responsible for the current deprivation of the community,’ Sahyadri said. He also pointed out that the Supreme Court had declined to allow Maratha reservation.

Sahyadri, however, added that it was the Marathas who had taken a lead in Shivaji’s2 fight for swaraj (self-rule). ‚(So) time has come for the community to become Maavlaas (Shivaji’s foot soldiers) and adopt guerilla warfare tactics […] The Maoists are fighting People’s War by taking up arms. We appeal to the real followers of Shivaji Maharaj to join the Maoist ranks and take the path of revolution […]’ he said.”

Guerrilla Combat

The last People’s War Bulletin reported on four guerilla actions conducted by the NPA in the time span of a week. However, these were in fact not the only guerilla actions carried out in recent time. For the full report on the actions the NPA unfolded between May 24th and June 6th in the People’s War, we reproduce the article “9 NPA offensives in 9 days” by The Country, the central news organ of the Communist Party of the Philippines (CPPh), from June 7th 2021:

9 NPA offensives in 9 days

Various units of the New People’s Army (NPA) mounted nine tactical offensives in the provinces of Davao Oriental, Quezon, Occidental Mindoro, Camarines Sur, Northern Samar at Samar within nine days. Sixteen enemy troopers were killed while 18 others were wounded.

In Davao Oriental, the NPA ambushed a military vehicle traversing the road at Sitio Tagawisan, Badas, Mati City, in the morning of May 30. Witnesses reported that two elements of 66th IB aboard the vehicle were slain. The offensive was launched just a kilometer away from a checkpoint of the PNP Task Force Mati.

In Quezon, the NPA ambushed troops of the 85th IB in Barangay Batbat Sur, Buenavista on June 6. A soldier was killed and two others were wounded.

In Occidental Mindoro, the NPA-Mindoro ambushed joint operatives of the 203rd IBde and police aboard a military vehicle at Sitio Banban, Nicolas, Magsaysay on May 28. The said unit was on its way to a counterinsurgency program in an adjacent barangay, along with several local government officials. Three were reportedly killed and 10 were seriously injured.

The NPA-Mindoro belied accusations by the 203rd IBde that the ambush targeted Gov. Ed Gadiano. It stated that Red fighters ensured the safe passage of vehicles with civilians before carrying out the offensive.

Two successive ambushes were mounted by the NPA-West Camarines Sur against troops of the 9th IB in Barangay Cambalidio, Libmanan in the morning of May 30. Four soldiers were reportedly wounded.

Meanwhile, six soldiers were killed in successive attacks mounted by the NPA-Western Samar (Arnulfo Ortiz Command). Two were killed during simultaneous harassment operations in the barangays of San Nicolas and Can-aponte, San Jose de Buan on May 31. Three Red fighters were wounded and immediately given attention by medics.

Four operating soldiers of the 43rd IB were killed and three others were wounded during an NPA harassment operation along the boundary of the barangays Dawo and Bayo in Oquendo District, Calbayog City on May 24.

On the same day, the NPA-Northern Samar (Rodante Urtal Command) fired at operating troops of the 20th IB in Barangay San Miguel, Las Navas. Four soldiers were killied during the incident.

1 „Reservation” in this context is a corporativist measure employed by the old Indian State. It provides different castes who are deemed Socially and Educationally Backward (SEBC) with guaranteed quota and seats in employment, education and politics on paper. The Marathi caste were classified as SEBC in 2018 and granted 16% reservation in jobs and education on paper, but the Supreme Court of India ruled the reservation unconstitutional in 2021 and cancelled it; this is the cause for the current Marathi protests.

2 Shivaji Maharaj was the founder of the Maratha Empire that lasted from the 17th to the 19th century. He is a popular figure of resistance among the Marathi people.
