As part of our work to translate and reproduce the works of Chairman Gonzalo, we are publishing the important Communist Party of Peru compilation from December 1989: “The Party, the People’s War and the Boycott”.

PRESENTATION

We publish „The Party, the People‘s War and the Boycott“, a compilation of Party documents disseminated between ‘77 and ‘88; material which establishes the conditions, mainly political, in which the elections took place, since the Constituent Assembly and, very especially, the reasons why we have applied and still apply the boycott, with increasingly greater results the more the People‘s War develops.

In this publication we find the starting point of the policy of not voting, as can be seen in the document of April ‘78: „It is the political period in which we are, the interests of the proletariat, of the people, of the revolution and the historical necessity of not deviating the road of the revolution which raise us to apply the boycott, not to participate in the elections for the Constituent Assembly, to aim at a movement of rejection of the electoral process, not to vote; and what is medullar, to combat the constitutional illusions, to unmask opportunism, to demarcate camps with revolutionism and to unite with those who have the same general criteria although they have specific divergences, all to support the development of the masses in their march towards the beginning of the armed struggle, to destroy the old order and to build a State of New Democracy.“ A text that is complemented with the following of September ‘79: „In our country there is a revolutionary situation in development and this is the starting point to determine all policy, strategy and tactics that serve the proletariat, the people and the revolution. And such a situation can never be the basis for centering the political activity of the people in electoral processes because these, in circumstances such as those we are living, disorient it from its revolutionary path.“ Fundamental questions that, with the readjustments that ten years impose on them, are still fully valid.

Likewise, in its pages we find pressing questions that today are once again presented, but more deeply and shockingly: „What have the people received in five years from the so-called ‚democracy‘, what from the false ‚democrat‘ Belaúnde and his entourage, what from the so-called opposition? In short, what have the people received from this false two-sided coin: nothing, nothing but misery and blood. So why vote? To support a new government of misery and blood? No! We cannot vote because to do so is to endorse a regime of misery and blood and even more to maintain a regime whose class character can only generate more hunger and genocide […]“. Or the great conclusion, proven to the point of satiety by five years of government of the fascist and corporatizing aprismo led by García Pérez: „To vote is to endorse the social system and elect another government of more hunger and genocide.“ As we read in the two documents of ‘85.

Also in these transcripts we find clearly defined the position of the boycott: „The Communist Party of Peru, in these last elections as in previous ones, only devoted itself to call for a boycott, to hinder and prevent them only where possible, but not to prevent the whole process as reaction has tried to impute to the Party in order to conquer a false triumph in the absence of real ones; But the main historical tendency is the fusion of the people’s war led by the Party with that great torrent of millions of unregistered, non-voters and those who voted blank or null; it is this torrent which the Party is helping to structure as part of the sea of armed masses which will necessarily sweep away the old order of exploitation and oppression.“ And the great orientation that guides our action in this field, of: „the main thing about the elections is to boycott them and if possible to prevent them.“ As we will find in the document of ‘86 and the Interview of ‘88.

The above, in general terms, shows the importance of the present publication which, as one more weapon, must serve to strengthen our struggle for the boycott against the general elections of 1990; question which, in the immediate, and as part of developing the People‘s War, we must, boldly and firmly, carry forward serving the Conquest of Power in the whole country in perspective.
