Where the general policy of thorough suppression has already been carried out, the work of suppressing counter-revolutionaries must be suspended for a while, and no more counter-revolutionaries should be arrested or executed. No matter where the place is, we must have planning, pay attention to strategy, conduct propaganda, and not execute anyone by mistake. All this is simply a matter of course.
