#INTRODUCTION NOTE

This is a passage added by Comrade Mao Zedong to Minister of Public Security Luo Ruiqing's Draft Report to the Third Session of the First National Committee of the Chinese People's Political Consultative Conference when he revised it on the 1st of October, 1951. It was first published in the Red Guard collection Long Live Mao Zedong's Thought! in 1968.

Luo Ruiqing's report dealt with the status of counter-revolutionary activities at that time and the measures of the Ministry of Public Security for suppressing counter-revolutionaries.

We have dealt the counter-revolutionary forces an extremely serious blow. However, there are still counter-revolutionary remnants which have not been eliminated. They are still being imported from abroad. The remnants at home may ferment and spread. Moreover, they are still engaging in frantic activities and endangering the people's cause. Unless we take steps to wipe out the activities of the counter-revolutionaries, the people's State will be in jeopardy. Therefore, we must continue to heighten our vigilance and continue to suppress the counter-revolutionaries. As long as the counter-revolutionaries still exist, we must work to eliminate them completely.
